Answer of Spokesperson for DPRK Foreign Ministry


Pyongyang, October 21 (KCNA) -- The spokesperson for the Ministry of Foreign Affairs of the DPRK gave the following answer to a question put by the KCNA on Oct. 20 as regards the fact that the U.S. is unreasonably pulling up the DPRK over its test-firing of a new-type SLBM:

The test-firing of the new-type SLBM by the Academy of Defence Science of the DPRK on Oct. 19 was part of the normal activities for carrying out the medium- and long-term plan for the development of defence science and it did not pose any threat or damage to the security of the neighboring countries and the region.

This notwithstanding, the U.S. described the DPRK's exercise of its legitimate right to self-defence as a "violation of the resolution" of the UNSC and a "threat" to the regional peace and stability by bringing to the fore the spokespersons for the White House and the Department of State and the Indo-Pacific Command, and is taking very provocative moves such as calling for convening an emergency meeting of the UNSC.

It truly concerns us that the U.S. is showing abnormal reactions to the exercise of the right to self-defence proper and just to a sovereign state.

As already clarified, the DPRK's deterrent does not aim at a specified state or forces but is for preventing the war itself and defending the sovereign rights. And the U.S. and south Korea have been ruled out as our arch-enemies.

When doing the recent test-firing we did not have the U.S. in mind nor aimed at it, but it is the work which had already been planned purely for the defence of the country. So there is no need for the U.S. to worry or trouble itself over the test-firing.

To criticize the DPRK for developing and test-firing the same weapon system as the one the U.S. possesses or is developing is a clear expression of double-standards and it only excites our suspicion about the "authenticity" of its statement that it does not antagonize the DPRK.

If the U.S. does not take issue with the DPRK's regular and legitimate exercise of the sovereign right, no tension will be caused on the Korean peninsula but if the U.S. and its vassal forces persist with opting for a wrong action, it may act as a catalyst for more serious consequences.

We have already expressed strong concern over the fact that the U.S. and the UNSC are tampering with a dangerous "time bomb". -0-

KCNA Report


Pyongyang, October 4 (KCNA) -- The Korean Central News Agency issued the following report on Monday:

Kim Jong Un, general secretary of the Workers' Party of Korea and president of the State Affairs of the Democratic People's Republic of Korea (DPRK), in the historic policy speech he made at the 5th Session of the 14th Supreme People's Assembly of the DPRK, expressed the intention of restoring the cut-off north-south communication lines as part of the effort to realize the expectation and desire of the entire nation who want the north-south relations to be restored as soon as possible and lasting peace to be settled on the Korean Peninsula.

The relevant organs decided to restore all the north-south communication lines from 9:00 on Oct. 4 true to his intention.

The south Korean authorities should make positive efforts to put the north-south ties on a right track and settle the important tasks which must be prioritized to open up the bright prospect in the future, bearing deep in mind the meaning of the restoration of communication lines. -0-

Director of Department of International Organizations of DPRK Foreign Ministry Issues Press Statement


Pyongyang, October 3 (KCNA) -- Jo Chol Su, director of the Department of International Organizations of the Foreign Ministry of the DPRK, made public the following press statement on Sunday:

The UN Security Council, at the instigation of the U.S., convened a meeting behind closed doors on October 1, where it faulted the activities of the DPRK for self-defence.

At the meeting the U.S. and those countries following the U.S. like Britain and France, painted the test-launch of a hypersonic missile Hwasong-8 conducted by the DPRK as a violation of the UN "resolution", insisting that it becomes "threats" to the international peace and security of neighboring countries.

We have never acknowledged the partial and illegal UN "resolution" that seriously encroaches upon the right to existence and development of sovereign states.

All the weapon tests of the DPRK are conducted thoroughly in the territorial land, air and seas of the DPRK and in the safe open seas and they have never posed any threats or harm to the security of its neighboring countries.

However, the UNSC, whether the meeting was held officially or behind the closed doors, put on the table the issue pertaining to the DPRK's exercise of sovereignty. This means an open ignorance of and wanton encroachment on the sovereignty of the DPRK and a serious intolerable provocation against it.

Demanding that we renounce our right to self-defence means an expression of its intention not to acknowledge the DPRK as a sovereign state.

I express strong concerns over the fact that the UNSC amused itself with the dangerous "time-bomb" this time.

The UNSC keeps mum about large-scale joint military exercises between the U.S. and its vassal forces and about their frequent attack weapon tests, but it faults the normal and planned self-defensive measures taken by the DPRK. This is a denial of impartiality, objectivity and equilibrium, lifelines of the UN activities, and an evident manifestation of double-dealing standard.

President of the State Affairs Kim Jong Un in his recent policy speech said that if the U.S. unfair and double-dealing practices are overlooked or left as they are, the hostile forces may make it a fait accompli and may come out to make a fun of us. He also stressed we must not make even an inch of concession in defending our state's independent right and never tolerate even the slightest things if they are aimed at encroaching upon the sovereignty of our country, but we must take powerful state countermeasures.

The UN Security Council had better think what consequences it will bring in the future in case it tries to encroach upon the sovereignty of the DPRK again with the double-dealing stick, while attaching weight to the U.S.-style brigandish way of thinking and judgment. -0-

Hypersonic Missile Newly Developed by Academy of Defence Science Test-fired

Pyongyang, September 29 (KCNA) -- The Academy of Defence Science of the DPRK test-fired a hypersonic missile Hwasong-8 newly developed by it in Toyang-ri, Ryongrim County of Jagang Province on Tuesday morning.

Pak Jong Chon, member of the Presidium of the Political Bureau and secretary of the Central Committee of the Workers' Party of Korea, watched the test-launch with leading officials in the sector of national defence science.

The development of the hypersonic missile, one of 5 top-priority tasks of the five-year plan facing the field of strategic weapon for the development of defence science and weapon system set forth at the 8th Congress of the Party, has been pushed forward according to a sequential, scientific and reliable development process.

The development of this weapon system which has been regarded as a top priority work under the special care of the Party's Central Committee is of great strategic significance in markedly boosting the independent power of ultra-modern defence science and technology of the country and in increasing the nation's capabilities for self-defence in every way.

In the first test-launch, national defence scientists confirmed the navigational control and stability of the missile in the active section and also its technical specifications including the guiding maneuverability and the gliding flight characteristics of the detached hypersonic gliding warhead.

It also ascertained the stability of the engine as well as of missile fuel ampoule that has been introduced for the first time.

The test results proved that all the technical specifications met the design requirements.

Pak Jong Chon mentioned the strategic importance of the development of the hypersonic missile and its deployment for action. He also noted the military significance of turning all missile fuel systems into ampoules.

He stressed the need for all the defence science research teams and workers of the munitions industry to rise up with higher spirit to implement the decisions made at the 8th Party Congress true to our Party's policy of prioritizing defence science and technology and thus make greater successes in the work of increasing the country's defence capabilities thousand-fold. -0-


U.S. Crimes against Humanity: International Affairs Analyst

Pyongyang, September 27 (KCNA) -- Kim Jin Hui, a researcher of the Institute of International Studies of the DPRK, released the following article:

Shortly ago, UN human rights experts in a joint statement noted that the U.S. unilateral sanctions seriously impede the economic development and the improvement of people's living standard in many countries and violate their rights to development, stressing "the right to development is a human right that can not be forfeited."

"The right to development is a human right that can not be forfeited" - this is a definition stipulated in the "declaration of the right to development" adopted at the 41st session of the UN General Assembly on Dec. 4, 1986.

According to the declaration, the world human rights conference held in June, 1993 adopted the "Vienna declaration and action program" which recognized the right to development as a part of human rights.

Despite the lapse of several decades since then, the right to independent development, a due right of a sovereign state, has not been prioritized as a true human right in the international arena but been ruthlessly infringed upon by the U.S. unilateral, illegal and outrageous interference in the internal affairs of other countries.

Due to the blockade by the U.S., Cuba has suffered damage amounting to 1 trillion US$ for the past 60-odd years.

Despite the ever-worsening global health crisis caused by COVID-19, the U.S. pressurized the foreign companies trading with Cuba into refusing to provide the latter with artificial respirators indispensable for treatment of COVID-19 patients last year. Worse still, the U.S. toughened the restrictions on the shipment of supplies to Cuba to badly hurt its public health and people's life.

The U.S. has stretched out its vicious tentacles to politics, economy, military, culture and even daily life in Venezuela, Syria and other countries, crippling their overall economies and stymieing their normal and peaceful development.

The gravity of the issue lies in the astonishing situation that such ruthless violation of the right to independent development is perpetrated under the pretext of "preserving human rights."

The U.S. has trumpeted "human rights" more loudly than any other countries in the world.

The U.S. has never missed the chance of criticizing other countries for their "human rights performance", releasing the "country reports on human rights practices" every year to find fault with other countries as if it were a global human rights judge.

In July this year the U.S. Department of State set the "promotion of human rights and democracy" as a priority task of the U.S. diplomats in different parts of the world and issued an order to examine all means available for performing the task, thus betraying its sinister intention to more intensively and openly meddle in other countries' internal affairs through "human rights diplomacy."

No wonder, the U.S. abuses the "human rights issues" for putting political pressure on the anti-imperialist independent countries.

Not content with criticizing the legally elected Belarusian government as an illegal one engrossed in "violence and oppression," the U.S. incites the anti-government forces to rebellion. It also engages in a vicious attempt to make a dent in China's political stability by taking issue with it over Xinjiang and Hong Kong affairs.

All these facts clearly prove once again that "human rights" touted by the U.S. are nothing but a trick to easily realize its wild ambition for dominating the world.

The U.S. is the most heinous human rights abuser in the world that severely disturbs the normal and peaceful development of sovereign states under the pretext of "human rights".

Unless the U.S. hypocritical moves under the cloak of "human rights protection" are smashed, it is impossible for each country to achieve its independent development and to build a free, prosperous and new world.

Now many countries resolutely stand against the U.S. human rights farce for curbing their development.

The U.S. "human rights protection" racket is bound to end in vain. -0-
